Contractor & tender information

Company evidence, technical references and tender enquiries for councils, housing providers and main contractors.

Information for councils, housing providers and main contractors

Assess Heathrow Scaffolding against the access package you need. This page brings our public company information, project examples and routes to supporting evidence together, so you can build a clear contractor review.

For a tender enquiry, share the specification, sites, programme, return deadline and the evidence schedule. We will discuss the scope and available information with you. Participation, capacity and response dates are confirmed for the particular enquiry.

A registered business you can identify

Heathrow Scaffolding Ltd is registered in England and Wales, company number 09921921, incorporated on 18 December 2015. Registered office: 460–466 Uxbridge Road, Hayes, London, UB4 0SD. Use the Companies House record to check current company information.

Discuss the project postcode with our London or Blackpool / Lancashire contacts to confirm coverage. The registered office is not a guarantee of walk-in availability; contact the team before visiting.

Public pages give an introduction. Request current, relevant records before relying on a credential, insurance limit or resource assumption. Confidential documents are exchanged through a route agreed with the company and buyer.

Assess competence and scaffold-specific arrangements

HSE says a contractor needs the skills, knowledge, experience and organisational capability appropriate to the work. Match the people, supervision and design arrangements to the complexity and risks of your project.

Our technical guidance centre explains TG20, TG30, SG4, temporary works, inspections and public protection. Request the applicable design information, RAMS, safe-use instructions and records for the actual installation.

NASC publishes a scaffold-specific appointment guide. Its template requirements are industry guidance, not a general statement of the law or proof that a particular company meets them. Where a tender requires membership or a specific assessment, verify it separately.

Tender participation and supplier checks

For procurements under the Procurement Act 2023, conditions of participation assess the supplier’s legal and financial capacity or technical ability; award criteria assess the tender. The buyer’s notice and documents set the requirements for that competition.

Send any procurement-specific questionnaire, evidence list, portal instructions and clarification deadline early. Ask us to confirm the authorised contact, response arrangements and any supplier identifier required by the buyer. A website listing is not a tender submission, framework appointment or approval by a public body.

Find a Tender is the central digital platform described in the current supplier-registration guidance. We do not publish a platform identifier or claim an existing framework appointment here; request the information needed for your procurement.

Construction buyers may use Build UK’s Common Assessment Standard. Confirm the recognised assessment body, assessment level, scope and validity rather than inferring status from a logo. NASC states that Version 6 applies at the next certification after 1 November 2026. The Building Safety section now has an opt-out where the activities do not fall within the relevant Building Regulations; competence questions still apply through the quality section. Ask the recognised assessment body which requirements and evidence apply to the actual scope. This does not establish that Heathrow Scaffolding has been assessed against Version 6.

Agree a delivery and contract-management plan

  • Before mobilisation: confirm work areas, survey information, site contacts, access restrictions, relevant permissions and design responsibilities.
  • Resources and programme: confirm the proposed supervision, crew and equipment allocation, delivery sequence, working hours and interfaces with other trades.
  • Release for use: agree completion checks, handover records, load and use restrictions, inspection arrangements and the person controlling access.
  • During the contract: agree how variations are instructed, design revisions controlled, defects raised and inspections or remedial work recorded.
  • Performance and completion: agree reporting intervals, any contract KPIs, escalation contacts, hire changes, dismantling and collection arrangements.

Response targets, emergency attendance windows, resource levels and service measures belong in the agreed contract. They are not fixed by this website. Read our hire guide and occupied-building planning guide.

Quality, environment, people and social value

Tell us which policy documents and contract outcomes your procurement requires. Ask for the current signed policy, responsible person, review date and evidence of implementation, rather than relying on a generic statement.

  • Quality: request the relevant management-system evidence, document control, checks, defect handling and reporting arrangements.
  • Environment: identify delivery planning, materials reuse, waste and any emissions-reporting requirements. Confirm what will be measured and who provides the records.
  • People and ethical business: specify relevant equality, safeguarding, anti-bribery, labour and supply-chain checks. Required site checks and training need confirmation for the contract.
  • Social value: agree any realistic contract commitments, owners, measures and reporting dates. Recruitment pages or training credentials alone do not establish delivered social-value outcomes.

Cabinet Office PPN 002 addresses social value in in-scope central government contracts. PPN 006 addresses Carbon Reduction Plans for relevant major central government contracts; it is not a requirement for every council scaffolding job. Check the actual procurement and current policy scope.

Modern-slavery reporting rules apply to organisations meeting the statutory criteria. Supply-chain due-diligence questions may also arise in a tender. Ask for the company’s applicable position and evidence; this website does not publish an annual statement or an approved Carbon Reduction Plan.

Review relevant project examples

Our public case studies use supplied project photographs and descriptions. They give you a starting point for discussing comparable access requirements:

For scored tender evidence, request confirmed dates, duration, scope, outcomes and a permitted client referee. Client identities, contract values and confidential documents are shared only where disclosure is authorised.

Prepare a contractor or tender enquiry

Use the optional tool below, or email info@heathrowscaffolding.com with your requirements. Include the tender reference, site locations, return deadline and the documents you need. For formal tenders, follow the buyer’s submission portal and instructions.

Download the buyer evidence checklist (.txt). You can use it without the drafting tool.

This is an information request, not an acceptance of tender conditions or a confirmed submission. For urgent site-access requirements, call the team directly.

Official procurement routes and sources

Use official services to check the procurement route and the buyer’s own instructions. These links do not indicate that Heathrow Scaffolding is registered on, endorsed by or appointed through each service.

Procurement rules and publication routes vary by jurisdiction and by when a procurement began. Use the regime and documents for the actual contract. This page is a buyer-information resource, not legal advice or a certification of tender eligibility.
